Congressman Black responds to an invitation to attend a function
Manuscript Letter signed: "John C. Black". 2p. 5x8 conjoined. Washington, D.C. 1886 March 10, on United States Pension Office letterhead - marked "Personal". To: John O. Winship, Esq., Clerveland, Ohio. In full: "Dear Commander Friend:- Your invitation dated March 4th, is received. I am not able, at this time to make a positive agree-ment to be with you on the 28th of April, but if my engagements will permit, & business matters are such that I can, It will afford me great pleasure to at-tend. Yours in F.C.& L." John O. Winship, Esquire, was Chairman of the Executive Committee at the State Encampment of Government Retires in Cleveland, Ohio. American statesman John C. Black (1839-1915) began his rise to prominence when he joined the Union Army as private in 1861. Rising in rank to brevetted Brigadier General, he was a Medal of Honor winner for his service during the Civil War. Elected to the U.S. Congress in 1892, he served as a Democrat from Illinois (1893-1895) and headed the United States Pension Office. Black's brother William was also awarded a Medal of Honor - making them the first of only 5 pairs of brothers to ever receive the Medal of Honor. Black also served as president of the US Civil Service Commission (1904-1913). Adhesive and paper residue (previous mounting) on all sides. Stained, soiled and toned.
