EDWARD BATES. Pamphlet signed: "E. Bates" on front. 35p, 5¾x9. Printed Report of The Committee of Ways and Means of the 20th Congress on the State of Public Finances, 1828 March 12. BATES (1793-1869) was elected to Congress from Missouri as an Adams Anti-Democrat, and served in the House from 1827-1829. In 1850, Bates, a lawyer, declined an appointment to Secretary of War in President Fillmore's cabinet, but later accepted Lincoln's appointment and served as Attorney General from 1861-1864. Faded and spotted, with a spot touching "B" in "Bates".
