As Secretary of the Interior, he approves a veteran's pension, a duty no longer assigned to the Interior Department
Signature: "Franklin K. Lane", 1 page, 8x11. Washington, D.C., 1914 December 3. Partly printed document of the Bureau of Pensions, Department of the Interior, granting a pension of $24 per month to Samuel McCall, a Private in Co. E., 3rd Regiment, North Carolina Mounted Infantry. Also signed secretarially on behalf of the Commissioner of Pensions. Franklin Knight Lane (1864-1921), born on Prince Edward Island, was a newspaper owner in San Francisco when, running as a Democrat, he narrowly lost races for California Governor (1902) and Mayor (1903), in what ways then a heavily Republican state. He served eight years on the Interstate Commerce Commission (1905-1913), investigating abuses by the express companies and successfully recommending to Congress that the US Post Office establish a parcel post. He served in President Wilson's Cabinet as Secretary of the Interior (1913-1920), presiding over creation of the National Park System. It was said of Lane that if he had been born a US citizen, he would have been a serious contender for the Presidency. Until 1930, responsibility for US military pensions was dispersed among three government agencies, including the Bureau of Pensions of the Department of the Interior. In 1930, this function was reassigned to the new Veterans Administration, replaced in 1989 by a Cabinet-level Department of Veterans Affairs. Normal mailing folds. Light staining throughout. Lightly toned. Corners slightly worn. Otherwise, fine condition.
