NAPOLÉON IS NOT SATISFIED WITH HIS WAR MINISTER'S EXCUSE OF THE ABSENCE OF THE NAVY MINISTER AS THE REASON FOR NOT COMPLETING THE MINISTRIES' ACCOUNTS.
 
EMPEROR NAPOLÉON I and HENRI J.G. CLARKE. Manuscript NS: "Nap" as Emperor of the French, 1½p, 8x12¼. Fontainebleau, 1810 September 7. In French with full English translation. A Manuscript LS: "Duc de Feltre" of Henri J.G. Clarke, Napoléon's Minister of War, to Napoléon, fills the right side of the first page and the second page. Stationery headed: "Report/To His Majesty the Emperor and King". Clarke's letter, in full: "Your Majesty desires me to report as to whether in the statement which I had the honor of presenting to him regarding the accounts for the fiscal years 1808 and 1809, there was included the sums which were owed to my Department by the Navy and those which might be owed to the Navy by the War Department. I hasten to inform Your Majesty that the sums in question could not be included in the statement which I submitted to him. Your Majesty, in reality, ordered on October 4th last, that these accounts be drawn up by fiscal year, and I communicated this fact to the Minister of the Navy, but the absence of the Minister of the Navy has prevented the completion of the accounting in this matter. As soon as this process is concluded, I shall have the honor of submitting the results to Your Majesty." A summary of the Minister of War's letter is at upper left: "The Minister reports to His Majesty that the sums which the Navy might owe the War and those that the War owes the Navy could not be included in the accounting which was made to Your Majesty, because these accounts have not yet been tallied up." The Emperor, obviously annoyed, writes in the lower left: "This response is not satisfactory. There is no need for the Minister of the Navy himself for the Minister of War to tell me what service he has rendered the Navy and if it was paid for and if it is reflected in the budget". Napoléon was at the height of his power in 1810. He dominated nearly all of Europe. Belgium, vast territories of Germany, Holland, Italy, Westphalia and Spain had all been annexed. Napoléon's "Grand Empire" also included Austria, Prussia, western Russia, Sweden and Denmark. Henri J.G. Clarke, DUC de Feltre (1765-1818) was Private Secretary to Napoléon (1799-1804) and his Minister of War (1807-1814). After Napoléon's abdication, he was appointed Minister of War by King Louis XVIII and was created Marshal of France. Ink lightly smudged in signature. Light show through of ink. Lightly creased, shaded at upper margin on verso (no show through). Tip of upper right corner missing. Lightly worn edges. Rippled at blank right and on verso.
