CONNECTICUT PAY TABLE: JOSEPH SPENCER, ELEAZER WALES and SAMUEL WYLLYS.
Comprises: (1) Manuscript DS:
"Joseph Spencer", 1p, 71/2x31/4. East Haddam, 1788 October 8. To John Lawrence, Treasurer of the State of Connecticut. In full: "Please to pay or discount with Mr. Daniel Watrous Collector of Taxes for the Town of Colihister CHECK TOWN Ten Pounds Lawful Money on account of Debintures due to me". Endorsed on verso: "Recd the Contents/November 4th 1788/Danl. Watrous". Docketed on verso: "Genl. Jos: Spencer,/Order on/Jno. Lawrence Esqr./Infant Danl Waltros/£10"0"0/Pd 4 Nov. 1788". To the left of the docket is a listing of how the funds were applied from August 1787 to October 1788. Listings include Superior Court, Upper House and Supreme Court of Errors. Irregular edges. Slight show through of ink. Overall, fine condition. (2) ADS: "E(leazer) Wales" as Member of the Committee, 1p, 81/4x61/4. Pay Table Office, 1780 December 2. To John Lawrence, Treasurer. In full: "Pay the Hon. Joseph Spencer Esqr one hundred pounds Connecticut Currency and charge the State." Co-signed across Wales' signature: "Saml Wyllys" as auditor. Docketed on verso: "No. 740/Order/Hon. Joseph Spencer/£100"0"0/December 2 1780". Irregular edges, folds, light show through of ink. Overall, fine condition. Connecticut notables appointed to the Pay-Table during the May sessions of the state legislature included Joseph Spencer, Eleazer Wales and Samuel Wyllys. SPENCER was one of eight Brigadier Generals appointed by Congress to lead the American Army. After failing to rout British forces in Newport, Rhode Island, Spencer was censured for his defeat. He resigned from the Army on June 14, 1778, returning to Connecticut to serve in a civilian capacity. ELEAZER WALES a Yale graduate, had fought in the battle of Bunker Hill. In 1778 he joined the 4th Regiment of the Connecticut line, seeing action at Valley Forge, Monmouth and Stony Point. Wales, a physician and minister, suffered a permanent disability in his right hand at Monmouth, but remained active in civil affairs, serving as a member of the Pay Table from May 1780 to 1785. SAMUEL WYLLYS, a former Lieutenant Colonel in Spencer's regiment, was the son of George Wyllys, Secretary (Governor) of Connecticut. Upon his return to Hartford, he held several civil offices until succeeding his father in 1796. Financing the Revolution laid a heavy burden on each colony, especially those that balked at levying taxes. In order to meet immediate needs such as wages, the colonies relied heavily upon wealthy revolutionists and foreign loans. Promissory notes, which required the signatures of three of the four members of the Pay-Table were issued for loans. Two items.
