As Commandant of the Army Staff School at Fort Leavenworth, the Medal of Honor winner signs the graduation certificate of a lieutenant
Document signed: "J. F. Bell" as Commandant , 1 page, 19x15. Fort Leavenworth, Kansas, 1904 June 27. Certification that First Lieutenant John W. Ward has completed the General Service and Staff College course. Also signed by five members of the College staff and by a records secretary. Eagle and flag vignette at top of certificate. Paper seal affixed in lower left. James Franklin Bell (1856-1919) graduated from the US Military Academy in 1878, and fought with the 7th Cavalry against the Sioux in the Dakotas. (He was on leave during the infamous Wounded Knee incident.) In 1898, Bell was sent to the Philippines, fighting first against the Spanish - winning the Medal of Honor for gallant conduct - and then against the Philippine insurgents. In 1903, he became Commandant of the General Service and Staff College at Fort Leavenworth, expanding all the instructional programs their and earning the title "Father of the Leavenworth Schools." President Roosevelt appointed him US Army Chief of Staff (1906-1910). By now a Major General, he returned as US Army Commander in the Philippines (1911-1914). He led an observer mission to France during World War I (1917-1918). Multiple vertical folds. One horizontal fold. Creased. Light foxing. Lightly soiled. Lightly toned. Otherwise, fine condition.
