PRESIDENT GROVER CLEVELAND - CIVIL APPOINTMENT SIGNED 07/09/1885 CO-SIGNED BY: JAMES M. PORTER - DOCUMENT 13563

GROVER CLEVELAND and JAMES PORTER
Grover Cleveland signs an appointment for a new Notary Public.
Partly printed Document Signed: "Grover Cleveland" as 24th U.S. President, 1p, 18¼x13¼. Washington, 1885 July 6. Countersigned: "Joe D. Porter" as Acting Secretary of State. Appointment of Henry D. Stewart, Jr. as "a Notary Public for the District of Columbia, and do authorize and empower him to execute and fulfill the duties of that Office...." Cleveland, formerly Mayor of Buffalo and Governor of New York (1883-1885) served as the 22nd and 24th President (1885-1889, 1893-1897). He won the popular vote all three times he ran (1884, 1888, 1892), losing the electoral vote and the presidency in 1888 to Benjamin Harrison. He was the only Democrat elected President in more than a half century between the departure of Buchanan (1861) and the inauguration of Wilson (1913). James Madison Porter (1793-1862), a Colonel in the War of 1812 and a Pennsylvania court judge, was appointed Secretary of War by President Tyler on March 8, 1843. On January 30, 1844, less than ten months later, the U.S. Senate rejected the nomination, 38-3. This rebuff probably had less to do with Porter's qualifications than with the Senate's antagonism to President Tyler. The Senate also rejected Tyler's nominations for Secretary of the Navy and Secretary of Treasury (twice). In 1847, Porter became the first President of the Schuylkill and Susquehanna Railroad and, in 1849, was elected to the Pennsylvania state legislature. He was also a founder of Lafayette College. Slightly rippled in parts. Fold creases touching "G" of Grover. Overall, fine condition.
