GROVER CLEVELAND and HILARY A. HERBERT
President Cleveland signs an Appointment of Martin McMahon Ramsay.
Partly Printed DS: "Grover Cleveland" as President and "H.A. Herbert" as Secretary of the Navy, 1p, 15½x19½. On vellum. Slightly worn, full paper seal. Washington, 1896 October 31. Appointment of Martin McMahon Ramsay as "Passed Assistant Paymaster in the Navy with the relative rank of Lieutenant, Junior Grade...." As this appointment was made when the Senate was not in session, Cleveland amended this document. To "This Commission to continue in force during the pleasure of the President of the United States for the time being", he added (in the hand of a secretary): "and until the end of the next session of the Senate". The Senate was next in session from December 7, 1896 to March 3, 1897, Cleveland's last day in office. Lightly creased. Lightly stained. Nicked edges. Tack head-size ink blot on verso shows through at right blank margin. Small glue remnant at right blank margin. Folds.
