SAMUEL SKINNER. First Day Cover signed: "Samuel K Skinner/US Secretary of Transportation", 6½x3½. FDC commemorating the drafting of the Articles of Confederation, 13-cent stamp affixed, postmarked York, Pennsylvania, September 30, 1977, FIRST DAY OF ISSUE. A former U.S. Attorney for the Northern District of Illinois (1968-1977), Skinner served as Secretary of Transportation during the first Bush administration (1989-1991). He served for a short time as White House Chief of Staff during 1992. Fine condition.
