Flagship of Force Commander, Cruiser and Transport Force, United States Atlantic Fleet, 1918 September 5. On personal letterhead to "My dear Mr. Allen", in full: "It gives me much pleasure to comply with your request. Very truly yours". Albert Gleaves (1858-1937) graduated from the US Naval Academy in 1877. During the Spanish-American War, he commanded a torpedo boat, making improvements in torpedo guidance which would make the weapon much more devastating in World War I.
