(1914-1986), a Democrat, represented his Oregon district in the US House of
Representatives from 1957-1981. He rose to chairmanship of the powerful
House Ways and Means Committee and co-chair of the Joint Committee on Taxation
(1975-1981). His major impact on fiscal policy included the
anti-recession tax cuts of 1975, the windfall profits tax on the oil companies,
and the budget reconciliation process intended to curb deficit spending.
Defeated for re-election in 1980, he established an influential D.C.-based
consulting firm. Lightly toned at edges. Otherwise, fine
condition.
