December 23, 1931. On official letterhead of the Mayor's Parlour. Unaddressed, but containing the handwritten name of “Mrs. Croxford” at footer. Text in full:It affords me much pleasure to refer, in terms of the greatest praise to the magnificent response of so many who have contributed to the success of the Charter Celebration./ The courage of the peope of Barking and the magnificent spectacle of performers in costume have been the subject of admiration throughout the Country./ I take this opportunity, therefore, of expressing to you my personal thank and the gratitude of the whole town for all you have done.”. Albert Edward Martin (1876-1936) functioned as the mayor of Barking from 1931 to 1934. Prior to his entrance into politics, he joined the Territorial Army, eventually rising to the rank of honorary colonel in the 52nd Anti-Aircraft Brigade. In 1909, he married Edith Savory. After serving as a JP, he became a Member of Parliament in 1918, representing the Romford Liberal party. Then, in 1931, he became the first charter mayor of the new Municipal Borough of Barking.
