Typed Letter signed: "Arthur S. Flemming", as Eisenhower's Secretary of Health, Education and Welfare, 1 page, 6½x9. Eugene, Oregon, 1964 November 25. On letterhead of The Secretary of Health, Education and Welfare addressed to Mr. Leo J. Sylvor, New York, New York. In full: "I do want you to know how much I appreciated your letter of November 26, 1959, enclosing a card which you hand-lettered for me. It is beautifully done and I am very happy to accept it. I am enclosing an autographed photograph [not included] as you requested in your letter. Again, thanks very much for thinking of me. Very sincerely and cordially yours," In 1939,Arthur S.Flemming (1905-1996) was appointed to the U.S. Civil Service Commission by President Franklin D. Roosevelt. He was Eisenhower's Secretary of Health, Education and Welfare from 1958-1961. Dr. Flemming was the recipient of two Presidential Medals of Freedom, one in 1957 from President Eisenhower and the second one bestowed on him in 1994 by President Clinton. Slightly creased. Fine condition.
