Cleveland to Charles Koehler, Saginaw, Michigan. In full: "The people
of Cleveland cordially welcome the Phi Sigma Chi Fraternity to its convention to
be held here August 22-24, 1940. It is a privilege to be your host and we want
to do everything possible to make your visit enjoyable and worth your while. In
addition to your convention activities, Cleveland welcomes you as visitors to
its industrial plants, colleges, Museum of Art and Garden Center, Lakefront, and
Cultural Gardens, residential developments, Metropolitan Park System, County and
City buildings and municipal service works, Federal housing developments, the
nation's largest commercial airport, a day or evening ride on Lake Erie, or to
anything else that may interest you here. We want to know you better and to have

margin. Harold H. Burton (1888-1964) was Mayor of Cleveland
(1931-1932, 1935-1940) and Republican Senator from Ohio
(1941-1945).Appointed by President Harry Truman, Burton served as
Associate Justice of the Supreme Court from 1945 to 1958. A liberal on
civil rights issues, Burton joined several decisions against racial
segregation. He was more conservative on civil liberties
questions,voting to uphold loyalty oaths and to deny First Amendment
claims by Communist Party members. Top left corner torn. Multiple mailing folds.
