Bill Roth (1921-2003) was United States Representative and Senator from Delaware who served for over thirty years. Born and raised in Montana, Roth attended the University of Oregon and served in the United States Army intelligence unit during WWI before graduating from Harvard Business School in 1947 and from Harvard Law School in 1949. After setting down with his wife, U.S. District Court and Court of Appeals judge Jane Richards Roth, in Delaware, Roth won election into the House of Representatives in 1966, a position he would hold until 1970 when he began his five-term senatorial career. In the Senate, Roth was considered a fiscal conservative who served as Chairman of the Senate Committee on Governmental Affairs (1981-1987) and Chairman of the Senate Committee on Finance (1995-2001); a strong advocate of tax cuts, Roth co-authored the Economic Recovery Tax Act of 1981 and sponsored the Roth Individual Retirement Account Plan, which bears his name.
