In full: "Thank you for sending me a copy of the booklet 'The Federal Budget and the States.' I disregarded your instructions and read your introduction and skipped the remainder of the manuscript! I found your introduction brilliant. Finding oneself in a paradigm is like finding oneself in prison - there is always someone trying to break out! You were correct to be outside the paradigm on the Soviet Union. I might add, however, it was more than their own 'doings' that caused the demise. It was also Gorbachev giving the people the opportunity to get their noses under the tent of freedom and it was also the military pressure of the West, specifically the U.S. - in a bipartisan fashion from Truman to Bush that helped put the final nails in that despicable coffin! Your point about the 'conservatives' who broke out of the paradigm during the Reagan-Bush years to drive up the national debt is undisputable. A large number of liberals who never were in the paradigm especially in the U.S. Congress were more than passive partners in the fiasco! Finally on Clinton bringing down the budget deficit. You are absolutely correct. The problem is we didn't fix things beyond 1997. Talk to me after that when the deficits start their escalation ride to 300+ billion again. On a personal note, you are one of my very favorite colleagues. You are cerebral, humorous and absolutely delightful. Please accept my comments in the spirit of friendship." Smith represented New Hampshire in the U.S. House of Representatives (1985-1991) and Senate (1991-2003), chairing the Ethics Committee in the Senate. Concerned that the Republican Party's presidential candidates in 2000 were not conservative enough, Smith launched his own independent candidacy for the White House.
