Printed Letter signed in ink at upper left: "With the respects/of Chas Devens/Maj Gen", 2¼p, 7¾x10. Headquarters, 3rd Division, 24th Corps, Army of the James, 1864 December 16.To Henry Wilson, Chairman of the Military Committee, United States Senate. Integral third page bears printed letters supporting Devens from Generals E.O.C. Ord and Alfted H. Terry. Devens warns that experienced combat officers are leaving the Army after their three years of service, to be replaced by inexperienced ones. While having signed a petition by Major General Weitzel for an immediate raise in officers' pay, he argues that a better program for officer retention would be the promise of bonuses to be paid after the war and preservation of a larger peacetime army so that those with distinguished service can hope to pursue a military career. He cites a successful petition by General George Washington to the Continental Congress as a worthy precedent. During the Civil War, CHARLES DEVENS (1820-1891) was Brigadier-General in the Massachusetts State Militia and was chosen Major of the 3rd Battalion of Massachusetts Rifles, seeing action at Ball's Bluff, Fair Oaks, Fredericksburg and Chancellorsville. He was brevetted Major General for gallantry and good conduct at the capture of Richmond. Slightly soiled. 3 ½-inch separations, 2 at right blank margin and 1 at right (all intact). Upper left and lower right corners are nicked. 1-inch paper separation at top of left edge. Overall, fine condition.
