Signature: "Chas. H. Allen/Asst Secy of the Navy'Dec 24, 1898", 6x2½ sheet. Also signed on verso: "W. N. Roach/North Dakota". Ink note (unknown hand) "2-14/99 Senator". CHARLES HERBERT ALLEN (1848-1934), a businessman from Lowell, Massachusetts, served in the state legislature before winning two terms in the US House of Representatives as a Republican(1885-1889), but he lost an election for Governor in 1890. President McKinley appointed him Assistant Secretary of the Navy in 1898, to replace Teddy Roosevelt (who had resigned to fight in the Spanish-American War). Allen was Governor of Puerto Rico (1900-1901). WILLIAM NATHANIEL ROACH (1840-1902), a Democrat, represented North Dakota in the US Senate (1893-1899). He lost two bids for Governor, and also his campaign for re-election to the Senate. Lightly toned. Otherwise fine condition.
