It's a hand-drawn and inked strip, dated for publication on Oct. 7, 1975, two years before Gould, the creator of Dick Tracy, retired from the strip after a 46-year run. Comics are often writ large like this; it makes filling in details easier for the artist. In other words, this is a camera-ready strip that was intended to be published as part of the Dick Tracy storyline. Chester Gould (1900-1985) introduced crime and violence into the comics with his creation of "Dick Tracy", the first non-humorous comic strip, which debuted in the "Detroit Mirror" on October 4, 1931. Gould drew the strip, which was praised for its realism, for 46 years, two months and 21 days before retiring on Christmas Day in 1977. Dick Tracy was a modern deductive investigator who cleverly hunted for clues, fingerprints and even footprints. Gould researched police and FBI manuals and gave true accounts of detection methods, making his character as well versed as possible. His plainclothes detective also sported snappy outfits and "modern" gadgets ahead of his time, such as a two-way wrist radio (January 21, 1946). Gould, who included a brief explanation of each of his inventions within the strip, continued to serve as a consultant to other artists on the strip until his death in 1985.
