Charles Evans Hughes signs a scarce document signed with his full
name to appoint Charles L. DeVault.
Partly Printed Document Signed: "Charles Evans Hughes" as
Coolidge's Secretary of State, 1p, 17x14. Washington, 1924 May 10.
Certification of Charles L. DeVault of Indiana as U.S. "Vice Consul de
carrière of Class one". Exactly two weeks later, on May 24, 1924,
President Coolidge signed the Rogers Act, which combined the functions of
diplomatic personnel (concerned with government relations) and consular
personnel (focused on individual and commercial concerns) such as DeVault and
created the foreign service that is in existence today. Charles Evans
Hughes is the only former Supreme Court Justice to serve in a President's
Cabinet. In 1916, Hughes resigned from the Supreme Court having received the
Republican nomination for President; he lost to Wilson. President Harding
appointed him Secretary of State in 1921; he served until 1925. When Chief
Justice Taft retired in 1930, President Hoover appointed Hughes Chief Justice;
he served until 1941. Documents signed by Hughes in full are scarce and
desirable. Lightly creased. Light paper clip rust stains at upper blank
margin. Fine condition.
