friend." Charles Timothy Hagel (b. 1946) was elected by Nebraska to the
U.S. Senate as a Republican in 1996 and re-elected in 2002. Hagel has taken
a special interest in foreign policy, serving on the Senate's Foreign
Relations Committee and the Select Committee on Intelligence while
chairing the Banking committee's Subcommittee on International Trade and
Finance. The Commission mentioned in his letter was the
Congressional-Executive Commission on China, of which he has since become
co-chair. A prolific author, Daniel Patrick Moynihan (1927-2003) held
important executive posts under four Presidents: Kennedy, Johnson, Nixon and
