Printed card signed in ink: "Clarence M. Kelley" as
Director of the F.B.I., 5½x2½ . Clarence Kelley (1911-1997) joined
the FBI in 1940, after completing his law degree. Granted two years leave
for service in the Navy during World War II, he held increasingly important
posts in the Bureau until 1961, when he became Police Chief of Kansas
City, Missouri. Disputes about unionization notwithstanding, he instituted
many much-praised reforms as police chief: computer tracking of criminals,
patrol helicopters, and recruitment of many black officers. In 1973, FBI
Director L. Patrick Gray resigned under a "Watergate" cloud, and Kelley was
selected to lead the Bureau, serving until 1978). After leaving the FBI,
Kelley founded a private security service. Ink notes (unknown hand) on verso.
