Typed Letter signed: "CM Kelley" as FBI Director, 1p, 8x10½. Washington, D.C., 1974 September 25. On official letterhead to Danny Franklin, Phoenix, Arizona. In full: "The kind comments and support you expressed in your letter of September 8th are indeed appreciated and I hope my future activities will continue to merit your approval. I was pleased to learn that you enjoyed your tour of FBI Headquarters. Enclosed is one of my photographs which I have autographed for you as you requested [items not included]. Sincerely yours". Clarence Kelley (1911-1997) joined the FBI in 1940, after completing his law degree. Granted two years leave for service in the Navy during World War II, he held increasingly important posts in the Bureau until 1961, when he became Police Chief of Kansas City, Missouri. Disputes about unionization notwithstanding, he instituted many much-praised reforms as police chief: computer tracking of criminals, patrol helicopters, and recruitment of many black officers. In 1973, FBI Director L. Patrick Gray resigned under a "Watergate" cloud, and Kelley was selected to lead the Bureau, serving until 1978). After leaving the FBI, Kelley founded a private security service. Creased at upper edge. Otherwise, fine condition.
