Dianne Feinstein (1933-2023), who had been the first woman President of the San Francisco Board of Supervisors, became the first woman Mayor of San Francisco in November 1978, following the assassinations of Mayor George Moscone and Supervisor Harvey Milk. The following year, she was elected to the first of two four-year terms. In 1987, Feinstein was named the nation's "Most Effective Mayor", largely due to having balanced nine consecutive budgets. Elected to the U.S. Senate in 1992 to fill the remaining two years of California Governor Pete Wilson's term, Feinstein has been re-elected twice and was the first woman to serve on the Senate Judiciary Committee.
