Signatures: "Yours truly/EB Daskam/Chief Division of Public Moneys", "Edward L. Mills/Illinois", "Jerome Wise/Asst. Chief Pub. Moneys Division", and "Theo. F. Swayze/New Jersey", 1 page, 6¾x8¼. E. B. DASKAM, seemingly always listed in government documents by his initials, joined the Treasury Department in 1865 and became Chief of the Division of Public Moneys in 1877. The date of his retirement is uncertain, but he received a special commendation on 50 years of service in the Department. JEROME WISE, a New Yorker, was the #2 in the Public Moneys Division from 1894. EDWARD L. MILLS was a division chief in the Office of the Commissioner of Internal Revenue. THEODORE F. SWAYZE was Chief Clerk of the Treasury Department. The date of this document, and the dates of service of the signers, are uncertain. The Pendleton Act of 1883, removed a limited number of federal jobs from patronage appointment to a civil service. Outgoing Presidents could "lock in" their own appointees by declaring their jobs subject to civil service. Daskam and Mills, at least, and probably all four, initially gained office by patronage appointment, but were retained under the new system. Left edge ragged from previous binding. Lightly soiled. Toned at edges. ¼" tear at right edge down 3¾" from top right corner. Otherwise, fine condition.
