Grover Cleveland, the 22nd and 24th President was a conservative Democrat who favored adherence to the gold standard to prevent inflation, low tariffs, and strict austerity in government. The Treasury Department in Cleveland first term, headed by Secretary Daniel Manning and then Charles Fairchild, thus faced a problem unfamiliar to Americans in the 21st century: an enormous surplus. Of the signers here, most is known about E. P. BALDWIN (1850-1897), a Maryland Democrat who would become First Auditor in the second Cleveland administration (1893-1897). Baldwin would boast, when leaving office in 1897, that the Treasury Department had no debts outstanding! This in spite of the severe depression which had begun in 1893. Baldwin died the following year of appendicitis. Left edge notched from previous binding. Edges lightly toned. Otherwise, fine condition.
