First day cover signed: "Edward A Garmatz" in blue ink. 6½x3½. First day cover honoring the 100th Anniversary of the 1st International Postal Conference and Montgomery Blair. Postmarked Silver Spring, Maryland, May 3, 1963. 15c stamp affixed, FIRST DAY OF ISSUE. Edward A. Garmatz (1903-1986) served in the U.S. Congress, representing the 3rd congressional district of Maryland, from 1947 to 1973. Garmatz, who grew up in Baltimore, had an irregular path to Congress, first by starting in the electrical business, then becoming an associate in the Maryland State Racing Commission. From there, he served as police magistrate 1944-1947. During his last year as police magistrate, Garmatz was elected into Congress where he served for 28 years. While in Congress, Garmatz also served as chairman of the Committee on Merchant Marine and Fisheries, and a federal courthouse in Baltimore was renamed in his honor. In the late seventies, Garmatz was charged with a political scandal--a bribery conspiracy--for which eventually he was acquitted of all charges. Following the acquittal, Garmatz famously returned to his courthouse and took a handkerchief to wipe his name plate clean, removing the tarnish from his name. Toned. Corners rounded.
