D.C., 1973 May 24. On his Congressional letterhead to Dr. Herman Goldberg,
Associate Commissioner, Office of Education. In full: "I have been
informed that the emergency school aid pilot proposal of McDonogh Number 15 in
New Orleans has been withdrawn by the Office of Education. I would deeply
appreciate your reviewing this matter and letting me have your advice. With
kindest regards, Sincerely yours". As a young reporter, F. (Felix) Edward
Hebert (1901-1979) won the Delta Sigma Chi Plaque for courage in journalism for
exposing corruption in the administration of Louisiana Governor/Senator Huey
Long. Elected to Congress as a Democrat, Hebert served there longer than anyone
in Louisiana history (1941-1977). As Chairman of the House Armed Services
Committee (1971-1975), with responsibilities for military spending and base
decisions, Hebert had tremendous clout. In a blow to the seniority system,
he was removed as Chairman by the House Democratic Caucus, many younger Members
considering him too close to the Pentagon. Normal mailing folds. Staple holes at
