To Mr. Harold Fleming, Director of Information, Southern Regional Council, Inc., Atlanta, Georgia. In full: "I am presently drafting legislation which bears on the problem of professionalizing police training in the field of group relations. It would help me greatly if I might have the benefit of your comments on the following: 1. Do you believe that professional training of police officers in handling group violence is needed? 2. Can you illustrate the need with specific examples from your own experience? (The more specific you can be, the more helpful it will be.) 3. Have you had direct experience with this kind of training? How exactly was it handled in your city, if you have used it? 4. Can you cite specific instances of violence prevention and control in which this kind of training has been beneficial? 5. Can you describe specific instances of group violence where you think this kind of training would have been of some help? 6. Do you think financing of such training is a serious problem for many police departments? These are difficult questions I know, and I hesitate to ask you to take the time to answer them. But I think you will agree with me about the importance of this whole subject. If I can have your answers by return mail, it will be of great help. When I have your communication, I should like to take the liberty of asking your specific views on the provisions of the bill I am drafting.
