LANE (1864-1921) was Wilson's Secretary of the Interior from 1913-1920. JOHN BARRETT (1866-1938) was U.S. Minister to Argentina (1903-1904), Panama (1904-1905) and Colombia (1905-1906) before serving as Director-General of the Pan-American Union (1906-1920).
