Garry Eldridge Brown (1923-1998) served as a United States Representative from the 3rd Congressional District of Michigan from 1967 to 1979. A World War II veteran, he was elected to the House as a Republican in 1966, defeating incumbent Paul H. Todd, Jr. Following his term he moved his law practice from Kalamazoo to Washington D.C. where he worked until his death. The Emergency School Aid Act (ESSA), passed in 1972, was established to authorize grants to nonprofit organizations and local education agencies to support desegregation in school districts.
