Typed letter signed: "Garry Brown", in blue ink, 1 page 8½x11. January 30, 1974. On his official United States Congressional letterhead to "Gentlemen" the Congressional Liaison Office, Department of Health, Education and Welfare, Washington, D.C., in full: "Transmitted herein is a letter I have received from a constituent, Mr. Arthur A. Pumphrey, with respect to his firm's porpsal for E.S.S.A. funds. Mr. Pumphrey's application for funding has been submitted under the provisions of section B. 529 of the Emergency School Aid Act and has been assigned the number of F5045-TE. Your assistance in seeing that this application receives all possible appropriate prompt and favorable consideration would be appreciated. Notification to me of the action taken on this application would also be appreciated. With best regards. Sincerely". Garry Eldridge Brown (1923-1998) served as a United States Representative from the 3rd Congressional District of Michigan from 1967 to 1979. A World War II veteran, he was elected to the House as a Republican in 1966, defeating incumbent Paul H. Todd, Jr. Following his term he moved his law practice from Kalamazoo to Washington D.C. where he worked until his death. The Emergency School Aid Act (ESSA), passed in 1972, was established to authorize grants to nonprofit organizations and local education agencies to support desegregation in school districts.
