FRED J. PHILLIPS
Fred J. Phillips, private secretary to President Chester A. Arthur,
signed this manuscript letter to General James Scott Negley in 1884 to say that
Arthur had received a letter from Negley and that he would "give
consideration to the suggestions it contains". Negley was re-elected as
Congressman from Pennsylvania one year after the date on this letter.
Manuscript letter signed "Fred J. Phillips" as Private
Secretary. 1 page, 5½x8¾, 1 sheet folded, on stationery from the Executive
Mansion in Washington, D. C. July 22, 1884. Addressed to General James S.
Negley, Pittsburgh, Pennsylvania. In full: "My dear Sir: The President
is in receipt of your letter of the 19th instant and will give consideration to
the suggestions it contains. Very truly yours". JAMES SCOTT NEGLEY
(1826-1901, born in Pittsburgh, Pennsylvania) was an American Civil War
general and a two-time Congressman from Pennsylvania (1869-1875 and
1885-1887). FRED J. PHILLIPS was Chester A. Arthur's private
secretary from 1882 to 1885. He succeeded J. Stanley Brown, who resigned his
post. Phillips had also worked with Arthur for approximately seven years when
Arthur was customs collector for New York City. Lightly toned, soiled and
creased. Folded twice and unfolded. Otherwise in fine
condition.
