First Day Cover signed: "Fred Weyand/General, US Army". In black ink, 6½x3½. First Day Cover honoring President Eisenhower, 8-cent stamp. Postmarked Kansas City, Missouri; June 19, 1973. FIRST DAY OF ISSUE. General Frederick C. Weyand (1916-2010) served in the US Army's intelligence branch in World War II and commanded an infantry battalion in Korea. He is most closely associated with the Vietnam War, however, as commander of the US 25th Division from 1965, then of II Field Force, and finally as overall commander of the Military Assistance Command Vietnam (1972-1973). He was US Army Chief of Staff from 1974 to 1976. Weyand is now known to have disagreed with General William Westmoreland's emphasis on conventional war tactics in Vietnam, preferring to emphasize protection of the rural population ("pacification"). In 2006, he was revealed as the source of New York Times reports from 1967 that the war was becoming a stalemate, in contrast to Westmoreland's more optimistic assessment at the time.
