Pierre G. T. Beauregard signs a manuscript document for the estimate of the cost of
running Fort Philips in Louisiana for the fiscal year 1860.
Manuscript Document signed: "Respectfully Submitted/G. T. Beauregard/Capt Bvt Maj.
Eng.", 1p, 7¾x12. Fort St. Philips, Louisiana, circa 1860. Document titled: "Estimate of
funds requisite for the operations at Fort St. Philips, La., during the fiscal year 1860". The
itemized cost, totaling $28,907.13, was mainly for the purpose of improving the gun
emplacements and other fortifications. Docketed on verso. Beauregard (1818-1893), a West
Point graduate (1838), participated in most of the major battles of the Mexican War, gaining
promotion and citation for gallantry. Ironically, before these improvements to Fort Philips
were scheduled for completion, Beauregard (1818-1893) had resigned his U.S.
commission to become a Confederate general, given the order to fire on Fort Sumter,
and commanded Confederate forces at the crucial battles of 1st Manassas (Bull Run)
and Shiloh. His improvements to Fort St. Philips helped make it a major obstacle to the
U.S. capture of New Orleans, the fort holding out and impeding U.S. naval operations until
after the fall of that city. After the Civil War, he drew on his engineering background to serve as
a railroad executive. Remarkably, Beauregard, as a leader of the fledging Unification Party
in Louisiana, chaired a resolutions committee which resolved that Negro citizens
should be accorded full political equality and helped to become landowners and which
denounced racial discrimination and segregation! (1873). Slightly soiled. 1-inch paper
separation at right edge of middle horizontal fold. Overall, fine condition.
