ARTHUR CAPPER. TLS: "Arthur Capper" as U.S. Senator, ¾p, 8x10¼. Washington, D.C., 1922 January 16. On his United States Senate, Committee on Agriculture and Forestry letterhead to Mr. C.C. Hathaway, Y.M.C.A., Washington, D.C. In full: "I thank you for your kind letter of January 13 in regard to my vote on the Newberry case. I like Senator Newberry and I think he was more or less the victim of a pernicious system. However, there was not the slightest doubt in my mind as to my duty. I think the effect of the Newberry case is far reaching. It seems to me of vital importance that we should register a protest against the lavish use of money in elections." The "Newberry" mentioned in this letter was TRUMAN HANDY NEWBERRY (1864-1945), a businessman (he had helped organize the Packard Motor Car Company in 1902), veteran of the Spanish-American War and former Assistant Secretary (1905-1908) and Secretary of the Navy (1908-1909) and Republican U.S. Senator from Michigan (1919-1922). Newberry had been elected in 1918, but in 1921, he was tried and convicted for "election irregularities" by a Michigan court. The U.S. Supreme Court reversed the decision, and, following an investigation by the U.S. Senate, Newberry took his seat in January 1922. The Senate, however, expressed its disapproval of the amount of money Newberry had spent on his campaign, and, in the face of another movement to unseat him, Newberry resigned 11 months later. ARTHUR CAPPER (1865-1951), a former newspaper publisher, served as Republican Governor of Kansas (1915-1919) before being elected as U.S. Senator from Kansas, serving from 1919-1949. Lightly creased with folds, vertical fold at the "th" of Arthur. Fine condition.
