Typed Letter signed: "Arthur Capper", 1p, 8x10½. On letterhead of Senate Committee on Agriculture and Forestry. Washington, D.C., February 18, 1939. To "My dear Judge Groner," Judge D. Lawrence Groner, Washington, D.C. In full: "Many thanks for your valuable and interesting letter of February 13th. I am indeed glad to have your comment on the bills introduced by me to provide for Public Defender in the District Courts of the country and of the District of Columbia. The information you have given me as to the status of the business in these courts will be very helpful in the consideration of this measure. I think your recommendations are very good and I wish you to know that your interest in the proposed legislation is indeed appreciated by me. Cordially yours," Capper (1865-1951), a newspaper publisher and owner of two radio stations, was Republican Governor of Kansas (1915-1919) and U.S. Senator (1919-1949). His paper, Capper's Weekly, had a readership that extended throughout Kansas and is still a prominent magazine today. JUDGE DUCAN LAWRENCE GRONER (1873-1957) was first appointed by President Warren G. Harding to the United States District Court for the Eastern District of Virginia in 1921. He was later appointed by President Hoover to the United States Court of Appeals. In 1937, he became Chief Justice of the D.C. Circuit under the nomination from President Franklin Roosevelt, where he served until his death. Normal mailing folds. Creased and toned. Fine condition.
