Signatures: "C.K. Davis/Dec 26. 1898" as U.S. Senator and, on verso, "Edward Murphy Jr./New York.", 6½x2. Ink notes (unknown hand) identify each signer as "senator". Verso, in the same hand, is dated: "March 4, 1899". CUSHMAN KELLOGG DAVIS (1838-1900), a Republican U.S. Senator from Minnesota from 1887 until his death in 1900, had previously served as the state's Governor (1874-1876), U.S. District Attorney from Minnesota (1868-1873) and in the Minnesota assembly (1867). In September 1898, Davis, a member of the Senate's Committee on Foreign Relations, helped negotiate the Treaty of Paris that ended the Spanish-American War and gave Puerto Rico and the Philippines to the U.S. EDWARD MURPHY, JR. (1836-1911) was a Democratic U.S. Senator from New York from 1893-1899. Murphy, who had previously served as Mayor of Troy, New York (1875-1883), returned to business activities in the city after his defeat in the 1898 election. Murphy left office on March 3, 1899, the day before the date written next to his signature, so he was a private citizen, not a politician, when he signed. Lightly soiled and shaded.
