(1922-2015), a veteran of World War II and Korea, was a law clerk for US
Supreme Court Justice Fred Vinson, and an aide to Governor and Presidential
candidate Adlai Stevenson II and Senator Adlai Stevenson III. The Walker
Report, following the tumultuous Democratic National Convention of 1968,
acknowledged that demonstrators had tried to provoke the police, but
nevertheless characterized the Chicago Police Department's response as a "police
riot". Democrat Walker was Governor of Illinois (1973-1977), but lost a bid
for re-election, due in no small measure to his poor relationship with Mayor
Daley's Democratic machine in Chicago. Charged with bank fraud in a savings
& loan scandal (1987), Walker became one of four Illinois Governor's
convicted on federal criminal charges since 1973. Unlike the other three,
Walker's offenses were unrelated to his conduct as Governor. Ink notes (unknown
