8x10. Joe Frank Harris (b.1936) is a Democratic politician who served at
the 78th governor of Georgia from 1983 to 1991. He is the son of Frank
and Frances Harris who ran the Harris Cement Products, Inc. from 1940 to 1980.
As Governor, Harris established the Quality Basic Education Act, the
Technical College System of Georgia and built the Georgia Dome. He
also lobbied to have the 1996 Summer Olympics held in Atlanta. Corners
