Photograph signed: "John J Gilligan". B/w, 3½x4¾.
Accompanied by a forwarding letter on official letterhead (1p, 8½x11)
signed by a member of the Governor's staff. John Joyce Gilligan
(1921-2013) earned a Silver Star as a U.S. Navy gunnery officer at
Okinawa in World War II. Gilligan, a Democrat, served Ohio for one term
each in the U.S. House of Representatives (1965-1967) and as Governor
(1971-1975). His concession speech, following his failed bid for re-election
as Governor, set a standard for candor few if any politicians can match: "This
election was a personal repudiation of me." Thereafter he headed the US Agency
for International Development (1977-1979) and then a series of academic policy
institutes. When his daughter Kathleen Sibelius was elected Governor of Kansas
in 2002, they became the first father/daughter governors in US history. Fine
