Photograph signed: "Philip E. Batt," in silver felt tip. B/w, 8x10. Idaho's Governor from 1995 to 1999, Philip E. Batt's (b.1927) public service career began when he volunteered for the Army Air Forces when he was just 17. He later served in the Idaho state legislature and as the state's lieutenant governor from 1979 to 1983. In 1991 he became the chairman of Idaho's Republican Party and served until 1993. As governor, he negotiated pacts for safer nuclear waste storage and hired more women cabinet members than any other state in the country. Ink note (unknown hand) on verso.
