WARREN E. HEARNES He signs this card as Governor of Missouri and includes the year his term began (1965) Signature: "Warren E Hearnes/ Gov. of Missouri/ 1965-" in blue felt tip, 3½x2. Warren Eastman Hearnes (1923-2009), a veteran of WWII and a Democrat, was the first man eligible to serve two consecutive terms as Governor of Missouri (1965-1973). He was previously a member of the Missouri State House of Representatives (1950-1961) and the Missouri State Senate (1961-1965). An unsuccessful candidate for the U.S. Senate in 1976, Hearnes became a Judge on Missouri's circuit court in 1980, making him the first man in Missouri's history to serve in all three branches of state government. Hearnes' wife, Betty C. Hearnes, a former member of Missouri's House of Representatives, was the Democratic nominee for the state's governorship in 1988.
