image, one surface. Bell (1918-2009, born in Americus, Georgia) was a
shrewd and witty United States Attorney General (1977-1979) under President
Jimmy Carter, whom he knew from childhood. Bell got his start at the federal
level in 1961, when President John Kennedy appointed him to the 5th Circuit
Court of Appeals in New Orleans, Louisiana, a position he held for 15 years.
As Attorney General, he supported the Foreign Intelligence Surveillance Act
(FISA), which sets limits on electronic and physical surveillance of foreign
spies and terrorists. He also investigated Koreagate, a 1976 scandal
allegedly involving South Koreans trying to buy congressional influence.
Bell returned to private practice after resigning as Attorney General.
