On behalf of New York City's civil defense program, he signs a typed 1952 letter
Typed Letter signed: "Grover A. Whalen" as Coordinator of Recruiting and Public Information, Civil Defense,1 page, 8½ x 11. New York City, 1952 September 29. On letterhead of New York City Office of Civil Defense to Colonel Leopold Phillip, Industrial Group Enrollment, New York, N.Y. In full: "Tuesday, October 14th at 8:15 P.M. has been selected as the time for the Area Chairman Meeting to be held here at 500 Park Avenue. I hope you will find it convenient to be present at that time to see the Area Chairmen along with the heads of the CD Emergency Divisions who are also being invited to attend. Sincerely yours". Grover A. Whalen (1886-1962) was named New York's public greeter in by Mayor Hylan in 1918, and he served in this capacity under a succession of mayors into the 1950s, presiding over ticker tape parades and other welcoming ceremonies for Charles Lindbergh, Douglas MacArthur and many others. Mayor Walker named him Police Commissioner, where he began a strict enforcer of Prohibition, known for his slogan, "There is plenty of law at the end of a nightstick." Mayor LaGuardia named him in 1935 as President of the New York World Fair Corporation, and he presided over this 1939 event with his usual dapper style. His many official hats included the role in New York's civil defense planning, as shown in this letter. Three filing holes at left edge. Normal mailing folds. Slightly toned around edges. Small ink stain on verso in lower right corner. Minor show-through from verso to front. Otherwise, fine condition.
