Photograph signed: "With best wishes/Harley O. Staggers/M.C./W.Va/7/15/74," in black felt tip. B/w, 8x10. Harley Orrin Staggers, Sr. (1907-1991) was a Democratic West Virginia politician who served in the U.S. House of Representatives from 1949 to 1981. During The Watergate scandal, Staggers attempted to bully CBS News into giving up film not used in the documentary Selling the Pentagon; however, he was ultimately forced to back off after the House defended the station. Staggers also tried to imprison a radio station manager, Ken Sleeman, after he played an explicit John Lennon song, "Working Class Hero" on live air, but those charges were eventually dropped too when Sleeman smartly defended himself by saying, "The People of Washington, DC, are sophisticated enough to accept the occasional four-letter word in context, and not become sexually aroused, offended, or upset." While he was definitely a guard dog of censorship, Staggers did make important moves while in Congress, including the forging of the Staggers Act of 1980 which allowed extensive deregulation of railroads.
