3½x2. Harold Barnett McSween (1926-2002) was a Louisiana businessman and
Democratic politician who served in the now defunct 8th congressional district.
From 1955 to 1956 he served on the Rapides Parish School Board, and he was a
member of the Louisiana State Board of Education from 1957 to 1958. In 1958 he
was elected to the US House of Representatives as a Democrat and served two
terms, 1959 to 1963. On January 31, 1961, McSween joined a slim 217-212
majority to increase the size of the House Rules Committee. The enlargement
of the committee led to passage of the Civil Rights Act of 1964, which
struck down segregation in most situations in the United States. After not being
elected into the next Congress, he resumed the practice of law. In 2001, McSween
was inducted into the Louisiana Political Museum and Hall of Fame in Winnfield.
