HAROLD BROWN. Signature: "Harold Brown", 5x3½ card printed with patriotic symbols. Secretary
of Defense in the Carter administration (1977-1981), Brown was the first
scientist to occupy the post. His resumé included a
Ph.D. in Physics from Columbia, years spent as a research scientist, and eight
years in the Defense Department under Secretary McNamara (1961-1969,
Secretary of the Air Force 1965-1969). As Secretary of Defense, he
sought to balance the President's goals of cost-cutting and arms limitation with
new weapons procurement (such as the go-ahead for "stealth" technology) and new
strategic doctrines, notably the controversial Presidential Directive 59
(planning for limited nuclear war against the Soviet Union). Fine
