Signature: "Harold Lever", 5x3. Harold Lever (1914-1995) served in the Royal Air Force in World War II, and then served for a generation as a Labour Member of Parliament from Manchester (1945-1979). His brother, Leslie Lever, represented an adjacent district. Harold Lever served in several economic policy posts in Labour governments, including Under Secretary of State for Economic Affairs. He joined the Privy Council in 1969. He was honored with a life peerage as Baron Lever of Manchester in 1979. The following year, as an elder statesman, he helped arbitrate the prolonged UK steel strike. As Chairman of the Commonwealth Commission on Developing World Debt (1984), he recommended forgiveness of Third World debt, a policy which was finally adopted by G7 nations in 2007.
