Signatures" "Austin F. Pike/Franklin, N.H./Dec. 5, 1884", Henry W. Blair,/Manchester/New Hampshire", 7½x4½. HENRY WILLIAM BLAIR (1834-1920) served in the Union army during the Civil War, rising to the rank of lieutenant colonel. A Republican, he represented New Hampshire in the US House of Representatives (1875-1879, 1893-1895) and Senate (1979-1891). He introduced the first Prohibition amendment in the House, and chaired the Education and Labor Committee in the Senate. In 1891, President Harrison appointed him Minister Plenipotentiary to China, but the Chinese government refused to accept him, on grounds that he had "bitterly abused China" during immigration debates in the Senate. AUSTIN FRANKLIN PIKE (1819-1886), a longtime New Hampshire legislator who had served as Speaker of the state House and President of its Senate, served one term as US Representative (1873-1875). A decade later, the New Hampshire House of Representatives elected him US Senator, after 41 ballots over 7 weeks in 1883. A Senator until his death, Pike chaired the Committee on Claims.
