HILARY A. HERBERT
Small slip of paper signed and dated by the former Secretary of the
Navy in 1899. Signed on verso by two Puerto Rican Commissioners of
Agriculture.
Signature: "Sect of Navy/H.A. Herbert/April 13, 99" Ink note
(unknown hand): "under Cleveland, 1893-1897", 6½x1½ with rounded top
corner. Also signed on verso: "Lucas Amadeo/Puerto Rico", "Enrique
Gonzalez/Commissioners of the/Agriculture of the", Hilary A. Herbert
(1834-1919),a former Captain of the Greenville Guards and a
Colonel in the Confederate Army, was a Democratic Congressman from Alabama
(1877-1893). In Congress, he served as the Chairman of the Committee on
Naval Affairs before becoming President Grover Cleveland's Secretary of the
Navy (1893-1897). Although no biographies are available on the signers on
verso, the United States - which had assumed control of the Island of Puerto
Rico from Spain in 1898, was extensively reorganizing its governmental framework
by 1899. Civil liberties were guaranteed, a public school system started,
and US postal delivery extended to the island. Highways were enlarged and
bridges built. Two political parties advocated US Statehood were founded.
Lightly toned, soiled and creased. Show-through from verso touches signature.
Notations, but not signature, are lightly smeared but legible. Irregular bottom
edge. Neatly torn from album or notebook at left edge. Otherwise in fine
condition.
